River Islands is a 4,800-acre master plan on the San Joaquin Delta, built by the Cambay Group and intended to reach about 15,000 homes over a 25-year build-out. It is currently in its second phase, planned at 4,284 homes, of which roughly 3,500 had been built as of 2024. Almost everything that is unusual about buying here follows from those two facts: it is very new, and it is very much still under construction.
If you are reselling at River Islands, you are competing with the developer. Not metaphorically — there is an active sales office selling new homes in the same community, with incentives, lot premiums and finish choices that are genuinely negotiable. A resale here has real advantages the builder cannot offer: a finished yard, window coverings, an established street, and a closing date that does not depend on a construction schedule. Those advantages have to be priced and marketed deliberately, because they do not show up in a comparable sale.
River Islands is sold as collections

How it is actually organised
The developer markets six collections — Trailside, Parkside, Lakeside, Del Webb, Academy and Riverview. What you will actually search for, and what appears on a listing, are the individual builder communities inside them. Those are the names below.

Selling as Hideaway, Monterey and Westwind.
Kiper Homes
Selling as Capri, Serena and Skye.
Pulte and Del Webb
Pulte selling as Mainstay and The Shores. Del Webb at River Islands is the age-restricted 55+ offering, and behaves as a separate resale market with a narrower buyer pool.
Tri Pointe Homes
Selling as Chantara and The Tides.
Taylor Morrison, Signature and Risewell
Taylor Morrison at Paddlewheel, Signature Homes at Clearwater, Risewell Homes at Bridgeway.
Builders selling here as of September 2026: Lennar, Pulte, Del Webb, Taylor Morrison, Van Daele, Tri Pointe, Signature Homes, Kiper Homes and Risewell Homes. Nine builders inside one master plan. That is the single most important fact about reselling here: your buyer has a very large number of brand-new alternatives within a short drive of your front door.
Builder activity changes constantly — phases sell out, new ones open, incentives change month to month. This line is dated for a reason. Ask me what is actually selling and what is actually being offered the week you are looking; that is a five-minute answer and it is current.
Schools inside the community
River Islands has schools built within the development itself, which is unusual and is a practical fact about the place rather than a ranking. I do not rate schools or recommend a neighbourhood on the basis of them — that is not something a real estate agent is permitted to do, and it is not something you should accept from one. What I can tell you is what physically exists, so you can evaluate it yourself.
Four K-8 academies
RiTech Academy, NextGen STEAM Academy, EPIC Academy and SPARK Academy are located within the community.

Being inside the community does not automatically determine assignment. Confirm with the district for the exact parcel before you rely on it.
The levee question — ask it early
River Islands sits in the Delta and is protected by an engineered levee system. This is not a reason to avoid the community; it is a reason to do the diligence properly, and it is the single item I see buyers skip here.

The development is protected by a purpose-built levee system rather than by pre-existing Delta levees.
A 200-year protection upgrade is targeted for 2030
A publicly reported programme of around $270 million is aimed at reaching the 200-year protection standard, targeted for completion by 2030. That timeline is worth confirming as current when you buy, because flood-protection status can affect insurance and disclosure obligations.
Get the flood determination on the actual parcel
Ask for the flood zone determination, the insurance quote and the natural hazard disclosure early — not in the final week of your contingency period, when your leverage to renegotiate is gone.
Special taxes and commuting
The CFD here is at the heavy end
River Islands carries a Community Facilities District, and it is a significant component of the total monthly cost rather than a rounding error. There is no ACE station at River Islands
A Valley Link regional rail terminus at River Islands was proposed in 2018. It is a proposal, not a service — do not buy on it. Today the nearest Altamont Corridor Express stop is Lathrop/Manteca, which runs four round trips per weekday.
Budget the whole monthly cost
Principal and interest, base tax, CFD, insurance and HOA. A River Islands home and a Manteca home at the same list price are not the same monthly commitment, and the gap is not small.
